Do both filaments on head light globes light up when high beamers are activated?

my motorbike runs a 55/60w headlight which i am upgrading to 90/130. i have determined the fuse i would need using Ohm;s law but i am not sure if both filaments are active when high beam is active. if i go off max wattage of 130 the fuse i need is 10.8 in which case i would use a 15 amp. if i add 90 and 130w, totaling 220w, the fuse would be 18.3a in which i would run a 20 amp fuse. can any one help with this?
